This is the KNewStuff download dialog which allows developers to
reference a URL that contains a list of sources where new stuff can be
downloaded. Currently kde-look.org may be the only site available but
that may change in the future and these dialogs will be able to cope
with that change without having to alter the program.

If you think that the left hand section should only be displayed if
there are multiple sources then you could take this up with the KDE
developers. However I don't think that this is a bug in Ubuntu.

No. It is *not* SuperKaramba. It is basic KDE.

Do this:
1: Right click on desktop.
2: Configure Desktop
3: Get New Wallpapers
4: Observe.

NOTE: This is *not* only with the Get New Wallpapers dialog. This is
with all the Get New  dialogs.

It sounds like you are talking about SuperKaramba. Changing package from
Ubuntu -> kdeutils.
