I ended up just deleting '/var/cache/apt/archives/hplip- data_1.7.3-0ubuntu1_all.deb' and the error stopped. Here area the two error messages I got: Could not install '/var/cache/apt/archives/hplip- data_1.7.3-0ubuntu1_all.deb' The upgrade aborts now.
