Raised to High. Because with Unredirection turned off (like it always is
for nouveau), the bug is always visible.

  This regression only appeared in raring this past month or two. It
  wasn't happening in raring before then.
  
- Instructions:
+ Test case 1:
  1. Start Firefox.
  2. Fullscreen: F11
  3. Adjust sound volume to make the OSD appear.
+ Expected: Just the OSD appears.
+ Observed: The OSD _and_ the panel shadow appears.
  
- Expected: Just the OSD appears
- Observed: The OSD _and_ the panel shadow appears.
+ Test case 2:
+ 1. CCSM > Composite > Unredirect Fullscreen Windows = OFF
+ 2. Fullscreen Firefox
+ Expected: Just Firefox is visible.
+ Observed: The panel shadow is always drawn over Firefox.
  
  This regression is driving me nuts. Mostly because the bug did not exist
  a couple of months ago. And I remember telling the Unity devs
  specifically which code to not change so as to avoid precisely this kind
