[Bug 1202544] Re: USB device could not be recognized in Ubuntu 12.04
Thank you for reporting this bug, as it is a USB Hardware detection issue this should be filed against the linux kernel. The main issue here seems to be the power management discrepancy, which is seen when you try to connect devices to a USB Hub.
