I think there is no way to fix this issue when dialer-app is already open in background. dialer-app is sigstopped in background and when other apps request a new call, unity will bring it to foreground using a slide transition and then deliver the signal to start the call. By this time the previous open view (say call log view) in dialer-app was already shown to the user.
