Public bug reported:

1. Open dconf-editor.
2. Go to org.gnome.desktop.background
3. Click once on value of picture-options property to change it.
4. This is where I get my top-panel duplicated through whole screen. Upon 
clicking once again, everything comes back to normal, and the value is changed.

I am attaching a picture of what happens in step 4.

Also, in terminal I see:
