Okay, so I think that there's two parts to this issue. I just fixed some stuff where the package name was getting munged and I released a patch on a previous bug (119089). This should be applied here sometime soon. Now, then there's the problem of whether or not the package's changelog really exists or not on the server. We need someone to verify that. Since the URL for the changelog isn't actually in the package anywhere, I implemented this feature to try to generate the URL on the changelogs box the best I can. For the most part it seems to work, but it does seem like they're missing sometimes.
