  i would offer to use the second variant. patch is attached.

This initramfs hook is part of an incomplete feature of supporting
upstart in the initramfs.  No other packages should be relying on this
feature, and the $INITRAMFS_EVENT_DRIVEN check should absolutely not be
removed.
