I am also having the same problem with the System Menu disappearing in Ubuntu 13.10 (x86). I have two computers and both are affected by this problem. During a forced shotdown i got: modem_manager[4720] Could not get system bus. I have yet to reboot to + shutdown, system updates is simply not present.
