Public bug reported:

1) Open System Settings
2) Navigate to Keyboard->Shortcuts->Typing
3) Change the value to "Right Win" (or any other shortcut in the list)
4) Type somewhere (e.g. gedit, terminal) "Right Win", ":", ")"

What happens: you see the two characters ":)"

Expected: you see the smiling-face character "☺"

I upgraded from Ubuntu 13.04 where this setting was somewhere else and
worked.
