Don't know if this matters but the file type of the "offenders" is HTML document (text/html). I'm the only user so cannot comment on the "Guest Session" question as none are set up. Some "shortcuts" do not exhibit this problem. The "Home" icon, for example, can be moved around freely. From the error message I described it appears the operation is trying to copy root (/). I have another "machine" that has not been upgraded from 13.04 to 13.10 that doesn't have this problem. Just the old "drag and drop" routine.
