I thought the explicit request from a developer defined in Debian Import Freeze required a Freeze Exception, but you probably know the process better than I. Note that I am about to release 1.40.2, with two bug fixes including one reported to me today that will cause e2fsck to seg fault on a badly corrupted filesystem. I don't think a freeze exception is required. According to https://wiki.ubuntu.com/GutsyReleaseSchedule we're in DebianImportFreeze, but this still allows to manually request a merge/sync. I've taken a look at the merge (according to https://wiki.ubuntu.com/MOTU/School/Merging-and-Syncing) and filed a sync request (bug 125331).
