This issue is likely similar to others which are related to the steam license question not being answered, this was dropped in the steam package version 1:1.0.0.54+repack-2ubuntu4 as not all software centre's support it. I've had a problem with Ubuntu Software Center not showing up in applications, as well as Steam, and some other programs so maybe some system problem is at work here. I tried sending error reports but I suppose they didn't get sent. The error report was that there is an internal problem. I restored files, and was able to use Ubuntu Software Center and look for the Steam application in Software Center. I had the same issue. But I had already a .steam-directory in my home (from an old install).
