I've just tried the work around proposed by heindl and it doesn't work for me. Experiencing this bug,too. I use Ubuntu 14.04 since it is available on different pc's, but this bug appears now for the first time. Confirmed on a 14.04 Gnome-shell, upgraded from 13.10. Same for Ubuntu GNOME Trusty Tahr (even release canditate): keyboard is reset to english from French. Great ... Fixed it (for me) ... maybe my solution works for you too? The problem seems to be the ibus-config. I started ibus-setup and under Eingabemethode/input method I activated the option Aktive Eingabemethode anpassen/configure active input method(?) and selected the already activated german layout (and also deleted the english layout that appeared right after a ibus-setup restart, but maybe this also helped). Now the settings are static no matter if I reboot or [r]estart the gnome-shell.
