killall unity-panel-service Worked for me in 14.04. Same here, upgraded to Ubuntu 14.04 and date and time is missing from the panel. Sorry, did not read it well enough. Not the settings missing but date and time was not showing in top panel. Has been fixed simply by logging out and in again..
