I have the same problem on Ubuntu 8.04 (AMD64), but as root I have no problems. However it sucks to watch TV with superuser. /dev/dvb/adapter0/ca0 should only be required to use encryption cards for pay tv, as far as I know. So this being available or not should not affect the ability of Kaffeine to tune into a channel.
