I can confirm that a downgrade to the 13.10 Saucy packages did the trick an Kleopatra now works again correctly. This is a regression introduced in gpgme1.0 1.4.3-0.1ubuntu2 which completely disables the gpgsm (S/MIME) and gpgconf backends.
