I can reproduce this here and it will be fixed with 0.4.6 (to be
uploaded when the archive is unfrozen).

gnome-codec-install streamer.net|0.10|totem|Musepack (MPC) decoder
|decoder-audio/x-musepack (Musepack (MPC) decoder)

and window shows no result and a in this context nonsensical message in the 
bottom pane saying: There is no matching application available.
To broaden your search, choose 'Show all Open Source applications' or 'Show all 
available' applications. (no idea what the choose is supposed to refer to)

$ /usr/bin/python --version
Python 2.5.1


$ sudo apt-get install gstreamer0.10-plugins-bad-dbg
... (snip) ...
$ gst-inspect-0.10 --print-plugin-auto-install-info 
/usr/lib/gstreamer-0.10/libgstmusepack.so | grep decoder

$ dpkg -S /usr/lib/gstreamer-0.10/libgstmusepack.so

Yes, I have (in /etc/apt/sources.list). Also, sudo apt-get install
gstreamer0.10-plugins-bad worked immediately.

(On a sidenote: even if I hadn't enabled it, I'd still expect the codec
installer to find it, since it explicitly says that it will also search
repositories that are not supported by Ubuntu in the codec install
dialog)
