IPMITOOL is required to be installed in MAAS server since MAAS uses IPMITOOL to interact with the HP Moonshot Server. After discussing this with HP engineers. HP was able to figure out the issue. IPMItool is required to be installed on the cluster controller in order for the moonshot nodes to be powered on.
