I can confirm this bug, and it is NOT a duplicate: I installed pstoedit 3.45 as 
advised in #156365 as built by Devin Kennedy, and it makes no difference for me 
(creating .fig files from .eps, fut even creating .svg gives the same error). 
Also giving the gs command directly produces the same error.

When replacing -dDELAYBIND by -dNOBIND (pstoedit option -nb), I get as
output

The interpreter seems to have failed, cannot proceed !

The font in this case is Helvetica. The processed file is from GMT,
where the font can be configured, but none of them work.

This makes converting the .eps files produced by GMT to .fig files
impossible, which is my main use case for pstoedit. That it makes
printing from evince/PDF impossible in a particularly intractable way is
adding insult to injury.
