Can you please explain, what exactly your problem is? Icinga is a monitoring framework and needs to execute check command, which are normally done by monitoring plugins. I'm sorry to say this, I can't see where this is a bug in terms of the software Icinga, or the package for Ubuntu / Debian. It sounds like you have some kind of integration for Icinga into your openstack cloud, this is not a feature of Icinga, but an add-on. Maybe by your employer even, I can't say this.
