When the discoverable control is enabled while the killswitch is enabled, the 
control center will hang until the dbus in libgnome-bluetooth times out. This 
is documented behaviour of bluez.
The attached patch will make the control center check for the power state 
before toggling visibility. If the killswitch is enabled, it will be disabled 
before visibility is enabled.
This bug is present in gnome-control-center 3.12.1, other versions have not 
been tested.
