This is a bug with the dell E1705 with ati mobility radeon X1400 card.
With fglrx install (may or may not be significant) the computer will
sometimes but not all the time do a psuedosuspend.  This is where all
the peripherals and the fans turn off, tricking you into thinking that
the computer is suspending properly, but the processor is still running,
and if you do not catch it it will overheat.  Also, the computer will
not resume from suspend in this state.  That laptop's power indicator
does a slow blink when it is correctly suspending, but in this
psuedosuspend, the light is steady-- that is the only way you can tell
the true suspend from the psuedosuspend.  This only happens on, I would
guess, one out of 10 suspends.  There is no record in any of the kernel
logs.
