I'm having this problem too in Gutsy. Feisty was working fine. In addition to ff and fl, I'm also seeing problems with fi. Confirming this for Gutsy. Feisty did not have this kind of Problem for me. Getting Feisty-behavior when starting firefox with MOZ_DISABLE_PANGO=1.
