The current sysvinit scripts don't play nicely with Upstart. It appears that there are specific steps to be taken to make sysvinit scripts compatible with Upstart (https://wiki.ubuntu.com/UpstartCompatibleInitScripts). The bottom line is that the init scripts have to call init_is_upstart and exit without taking any action if running on an upstart system.
