Public bug reported:

While installing Lubuntu 14.04.2, we got incomplete language support
error.  Dialog gives instructions for fixing this immediately or later.
That's all fine, EXCEPT, that the instructions for fixing this later
seem to be copy-pasted from an Ubuntu install.  It suggests clicking on
the icon in the upper right-hand corner of the screen and choosing
System Settings, etc....    These instructions do not work for Lubuntu
users, as there is typically no icon in the upper right-hand corner of
the screen.

Package may actually be ubiquity??
