Public bug reported:

When connecting my external monitor (Dell U2713H, 1920x1080) via HDMI,
all elements on the screen scale properly, except for the icons in the
launcher which display a bit garbled/blurry (don't know what is the
appropriate term in English, see attachment). Icons show normal on my
laptop, and also the icons of the window switcher (alt+tab) display as
expected.

I am using the Numix Circle icon theme (https://github.com/numixproject
/numix-icon-theme-circle). As the window switcher shows the icons
normally, the theme uses scaleable icons, and non-numix icons are
affected too, I suspect it has not anything to do with the theme.
