libdpkg-perl is already a dependency of debhelper, so I didn't have any objections in adding it to dh-python (which extends debhelper). The problem is python3 package depends on dh-python - that's because dh_python3 script was provided by python3 package in the past and not all source packages that build python3-foo binary packages already build-depend on dh-python. Poking around, images are smaller again in 20150908 and the fix was as listed above.
