The indicator's current behavior on the phone matches the design spec at https://wiki.ubuntu.com/TimeAndDate#Phone.2Ftablet. I think this bug report is Invalid. Thanks for taking the time to report this bug. The clock app does not follow the gsettings show-seconds. Confined apps afaik don't have access to read gsettings. That said, it is a good idea to respect the settings of the user by following the indicator-datetime preferences.
