Scott, 152122 gives more details. Ubuntu release: 7.04 Sample url is any, starting with http or https: both dont work for me. And both update and checkout dont work, complaining svn: Unrecognised URL scheme for http://host.com/repo;. I got it now. The version you are running is in feisty-proposed and has not been published for general use. Randomly accepting updates from feisty-proposed is not a good idea as it is not rare for them to have problems (they are published there for testing before release). Please comment on issues in proposed uploads in the bug the upload is intended to fix, in this case Bug #91848.
