Because it was Read Only.

One of 7.10 new feature is Read Write support for NTFS,
but your partition can't be mount RW if it detect that it is unclean,
and since there is no other way to clean your partition than using windows, 
it is what you should do.

Now if you don't have windows, you can't still force the mount by using the 
force
option, but it is at your own risk.

Mount is denied because NTFS is marked to be in use. Choose one action:

Choice 1: If you have Windows then disconnect the external devices by
  clicking on the 'Safely Remove Hardware' icon in the Windows
  taskbar then shutdown Windows cleanly.

Choice 2: If you don't have Windows then you can use the 'force' option for
  your own responsibility. For example type on the command line:

mount -t ntfs-3g /dev/sdb1 /media/disk2 -o force

Or add the option to the relevant row in the /etc/fstab file:

/dev/sdb1 /media/disk2 ntfs-3g defaults,force 0 0

1. What happens when you click on your NTFS partition in computer:// in
nautilus

2. If 1. don't works, try mounting it with :

$sudo mkdir /media/disk2
$sudo mount /dev/sdb1 /media/disk2

Your hard disk partition might need to be checked in Windows, check your
partition using Windows ntfs tools, then try again.

You should get some details about the problem by typing dmesg in a
terminal window.
