Testing this in a stable release without a fix there is no problem and the packages in the partner archive are visible. Come to find out I'd added partner to my /etc/apt/sources.list file and that's why it was showing up in software center. Well, now after reinstalling the 16.04 version of the package I do see items listed when I filter by Canonical Partners in software-center. >From what I can tell software-center uses the app-install-data-partner information but even after updating the package and installing it I don't see any partner packages in software-center.
