The Qt volume limit is for the Qt volume widget only. This is working as
it's supposed to.
While it is debatable if the mouse wheel should obey the limit (it is
not part of the VLC Qt plugin), VLC cannot enforce volume limits system-
wide. PulseAudio is responsible for that, and does not care about VLC
limits.
