I have the same failure: suspend, then hit a key to get a "login window" to 
give my password and resume -- all is fine, except subsequent reboot or 
shutdown 
fais with messages about the "hanging suspend".  This is Lubuntu 18.04 on hp 
laptop.

This is only a snippet of the log. The full log can be obtained by
redirecting the output to a file (journalctl -b > log.txt).

Based on the logind error message this may be bug 1441253, so I suggest
adding a comment and your log to that report.

It doesn't always happen, but when do it, "systemctl power off" does not work, 
says:

"Failed to power off system via logind: There's already a shutdown or
sleep operation in progress"

"sudo shutdown -h now" put it in suspend and when I closed and open the
lid it power off.

Can you power off the system with the terminal command "systemctl
poweroff" or "sudo shutdown -h now"?

What does "journalctl" report?

Hello.

Now I'm using 18.04. Now suspend, but not correctly.

Sometimes, when it returns does not work wifi or ethernet, and I cannot
power off except when I hold power off button, it returns to the login
window all times.
