This bug is still present in Hardy 8.04.1 - this is pretty embarrassing,
isn't it? To have a bug like this, with basic functionality not working
through 2 major releases?

I had a set of apps starting up at one point in time, and was never able
to remove them via System - Preferences - Sessions - Session Options
tab - Remember Currently Running Applicatons button. I've clicked the
button with NO running apps, logged out and back in, and the same set of
old apps kept starting up.

The only thing I found is that 'rm ~/.gnome2/sessions' is a workaround.
Hardly a fix for a feature that's been around for so long in
Gnome/Ubuntu, with a nice GUI and all. Why isn't anyone paying attention
to things like this?

I was having the same problem. I went to ~/.config and noticed that autostart 
was a file, not a directory. A made a copy of the file, removed autostart and 
created a directory named autostart. This seems to have fixed the problem for 
me. I can now add startup programs and they will stay in the list. The contents 
of my autostart file were:
[Desktop Entry]
Version=1.0
Encoding=UTF-8
Name=Screenlets Daemon
Exec=/usr/local/share/screenlets-manager/screenlets-daemon.py
X-GNOME-Autostart-enabled=true
Name[de_DE]=Screenlets Daemon

I didn't create this file on my own. My best guess is that somehow the
screenlets install changed this file. I'm somewhat new to Linux,
hopefully this helps.

Another update...
I redownloaded the screenlets package and looked at their makefile.

install:
python setup.py install
cp desktop-menu/screenlets.svg /usr/share/icons
cp desktop-menu/screenlets-manager.desktop /usr/share/applications
cp desktop-menu/screenlets-daemon.desktop $(HOME)/.config/autostart

I'm guessing that there should be a / after the autostart. Since I'm new
to Linux I played around and realized that if the directory doesn't
exist, it will copy the file as the name of the directory. If the
directory does exist, it will copy the file into that directory. I tried
running this line again now that autostart exists as a directory and it
worked fine. The screenlets-daemon.desktop file exists in the autostart
directory as needed. I can report this to screenlets.org but it also
looks like a fix should be put in for Ubuntu. It seems like the
directory autostart should be created and left empty. Does this seem
reasonable?

I can't confirm this. I'm using a new installation of Gutsy, with my
/home directory preserved.

However sudo gnome-sessions-properties will not allow you to add
startup programs for your user, instead it seems it will add them for
root. This is why you do not see entries added with sudo reflected in
your own gnome-session-properties.

Also, /usr/share/gnome/autostart will affect all users on your system.

Did you upgrade to Gutsy, or perform a fresh install? Did you use
Feisty? Did it work for you then?

Check the folder: /home/yourusername/.config/autostart there should be a
collection of .desktop files. Is a file added when you add it with the
session properties manager?

If you type the following in Terminal:
watch ls ~/.config/autostart/

then you will see an automatically refreshing list of files in that
folder. Press Ctrl + C to exit.

I figured out a work-around to get by for now...

If I make a launcher and put it in /usr/share/gnome/autostart , it will
add it to the Startup Tab of the Gnome Sessions Manager.
