As with killerfrog,  I had the same problem on Evolution using hotway
for hotmail.

Reinstallation of hotway solves the problem

The attached file is an example. It is called hotway and can be placed in 
/etc/xinetd.d.

I don't know I its exactly same problem, but I was able to get my
hotmail by Evolution using Ubuntu 7.04 (using hotway) and I've updated
to 7.10 and now it doesn't let me use port 110 and I'm no more able to
get my mail.

I did a complete supression of hotway and reinstalled it by apt-get and
rebooted.

Now it does work.
