Thank you so much for following up! :)

Unfortunately, the client needed to have a computer so I no longer have
any access to the machine. Maybe someone else in the world has this
netbook and would be able to do testing.

Semi-work-around:
Using policies i disabled the use of suspend. It is now configured to turn off 
the LCD display when the lid is closed but not suspend. Hopefully this will 
help others.

Results:

step 5 of wiki results:
SUCCESS - screen went black and was able to resume by pressing the spacebar.

step 6 of wiki results:
PARTIAL SUCCESS - screen went black and after pressing the spacebar
  the LED display had power but was black. After wiggling the mouse cursor
  it then went to a black screen with a mouse cursor that responded to
  movement. I switched to a virtual console CTRL+ALT+F2 then back CTRL+ALT+F7.
  GUI is loaded and everything appears and is functional.

step 7 of wiki results:
PARTIAL SUCCESS - same as step 6.

step 8 of wiki results:
FAILS - fails to resume from suspend. stays a black screen. force shutdown
  by using the power button and reboot.

step 9 of wiki results:
PARTIAL SUCCESS - same as step 6.

step 10 of wiki results:
FAILS - same as step 8

Question: This netbook has an Atom 64-bit CPU could there  be an issue there?
Curious it failed on the "processor" step...

I will provide the information you ask for but please be respectful to
the users of Ubuntu that don't know what you are even talking about when
you say the word kernel. We MUST foster an Ubuntu attitude for noobs so
they WANT to follow pages of wiki's to answer something they don't
understand. As described in the "Ubuntu Code of Conduct".

Answer? A and B are confusing.

Grammatically in English everything after "non" can be interpreted as a
negitive.

*** Ubuntu is an international project where "non-english reading people"
don't read the way you read. See how that phrase can read?

C is the better option for clarity.

The documentation is meant for people reporting.
I was a Computer Science major and have a degree.
I specifically chose a non-mainline kernel because it was unclear.

Also, why not create a script/program that does the stuff you need,
the way you want it. Instead of making other people try and figure it out.
Like a direct alias/link to the debugging kernel that should be used.

4.5-rc7). Hence, could you please advise to the results?

For now, you wouldn't have to re-attach everything, just re-confirm it

The wiki says, "While booted into the latest non-daily mainline kernel"

For others reading this bug that are unfamiliar with what that means.

Mr. Penalver has clarified that it means:

latest mainline kernel
but
NOT a daily kernel

It can be misunderstood as, "not a daily mainline kernel".

 the netbook screen was completely black and it failed to resume.

The netbook still had the problem of not resuming from suspend with
Ubuntu 15.10.

The releases I have tested the netbook with are: 15.10 and 16.04-dev.
The netbook had problems with both.

Jonathan Duff, in order to allow additional upstream developers to examine the 
issue, at your earliest convenience, could you please test the latest upstream 
kernel available from http://kernel.ubuntu.com/~kernel-ppa/mainline/?C=N;O=D ? 
Please keep in mind the following:
1) The one to test is at the very top line at the top of the page (not the 
daily folder).
2) The release names are irrelevant.
3) The folder time stamps aren't indicative of when the kernel actually was 
released upstream.
4) Install instructions are available at 
https://wiki.ubuntu.com/Kernel/MainlineBuilds .

If testing on your main install would be inconvenient, one may:
1) Install Ubuntu to a different partition and then test this there.
2) Backup, or clone the primary install.

If the latest kernel did not allow you to test to the issue (ex. you couldn't 
boot into the OS) please make a comment in your report about this, and continue 
to test the next most recent kernel version until you can test to the issue. 
Once you've tested the upstream kernel, please comment on which kernel version 
specifically you tested. If this issue is fixed in the mainline kernel, please 
add the following tags by clicking on the yellow circle with a black pencil 
icon, next to the word Tags, located at the bottom of the report description:

This is good news.

>From what I've found on digging though Lenovo support yes there is an
updated BIOS but it requires Windows to run. I tried running the BIOS
flash utility with Wine but it refuses to work, even as root.

I was able to extract the actual BIOS ROM from the BIOS Windows
installer. Unfortunately, if I go into BIOS (on boot) there is not a way
to flash the BIOS with the new ROM.

I also found mention of a CD ISO that could be used to boot from and
then flash the BIOS but (from what I've found) it is not available on
this model. The only way to update is if I install windows.

Right now I only have Ubuntu installed on this netbook. I will have to
wipe, repartition, and install WinXP. Potentially doing a dual-boot.

I will report back more when I've got it all setup.

an update to your computer's buggy, insecure, and outdated BIOS is
available (37). If you update to this following
https://help.ubuntu.com/community/BIOSUpdate does it change anything?

Please note your current BIOS is already in the Bug Description, so
posting this on the old BIOS would not be helpful.

Also, you don't have to create a new bug report.

Once the BIOS is updated, if the problem is still reproducible:
1) Please provide the output of the following terminal command (not perform an 
apport-collect):
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date
2) Please make a comment specifically advising on if there was an improvement 
or not.
3) Please mark this report Status Confirmed.

If it's not reproducible, please mark this as Invalid.
