I consider the problem I reported initialy it was fixed from a OTA before OTA-13. This problem occurred also on my phone (krillin) in the past. I think that from OTA-11.0 the problem has been fixed, but I am not sure. I only remember that when the problem occurred you might have to wait a quite long time before the main Applications window comes up. Do you have any other scopes favorited? The screenshot looks like no scopes have been found/run at all. If you swipe up from the bottom when this occurs, to open the scopes management view, are there any scopes in the list?
