I found it in Synaptic as 'out of date or manually installed'. When trying to update Synaptic suggests to uninstall plasma-desktop and plasma-desktop-data. I cancelled this and instead removed kde-l10n-nl. I started recovery mode and reïnstalled kubuntu-desktop. Everything does work again (except some really weird glitching in muon-discover and kubuntu asking to install the "KDE Dutch language pack" frequently.). I already tried different ISO's and USB sticks. The problem persists.
