Do you use USB 3.0?

I disconnected the USB 3 Flash Stick on USB 3 Port and now suspend seem
to work.

I have Desktop + Notebook. 
Notebook always worked, but not desktop.
So I checked, was the difference:
- AMD APU on both
- SSD on both
- ubuntu fresh install with 16.04
- 64bit
- but USB 3 only on desktop.

Do you have luck with disable usb 3?

PS: it only happens, when USB superspeed is in use

Exactly same bug on Dell Inspiron 15 5000 Series after I updated to
Ubuntu 16.04. Suspend was working great when on 15.10.

Whenever I suspend either manually or automatically (e.g. after 1 hour
of inactivity), the laptop screen becomes black but the fan continues
working (I don't know whether the os is actually working). When I open
the lid or click the power button to resume, nothing is happening. I
have to shut down the laptop by pressing the power button for a few
seconds and then boot again.
