@VLK: If you want Ubuntu to change summer and winter time automatically, you 
need to set UTC=yes in /etc/default/rcS. Please note this may have impact on a 
windows installation, if you use dual booting. You can read more in the Wiki:

I got same problem. I have permanent internet connection, and I have
selected to keep synchronized with internet servers(ntp2b.mcc.ac.uk and
ntp.ubuntu.com). Still dont have current time. I have 7.10.

$cat /etc/timezone

$ sudo zdump -v /etc/localtime | grep 2007

I have had the same problem on Ubuntu 7.04.

It didn't set winter time automatically and after I set it manually it
keep resetting it back to summer time. After I run ntpdate command
specified above the problem seems to resolve itself.

I haven't rebooted my laptop for a few days but at night it is in a
standby mode.

Here is my command log:

$ cat /etc/timezone

@Max: your syslog shows the ntp server you selected is not valid anymore:

ntp.landau.ac.ru
Please select another ntp server to solve your problem (e.g. the one you used 
for ntpdate should be ok).

@Laco: in your case the ntp service is started before your network interface 
gets an IP address. Therefore ntp is running before the ntpdate command is run, 
which makes ntpdate fail: 
Oct 28 13:17:11 laco-desktop ntpdate[5828]: the NTP socket is in use, exiting
Please report this as a separate bug, against package ntp.

Same here (Ubuntu 7.10). Ubuntu did not switch from summer time to winter time 
and even with time synchronisation enabled, the clock is not right.

your clock is still wrong? If so, can you please add the full output of the 
command: date and the correct time to the bug report?

Clock is still wrong. This is the output of the date command (at real local 
time 20:25:52)

I have a few questions: is ntp working? If so, why does my pc not have
the right local time? Apart from ntp time sync, does ubuntu (or linux
for that matter) have a built in mechanism for switching back an forth
between summer en winter time? I can remember from my Windows days that
the first time it booted after such a change it would say something like
I have adjusted local time to winter time, please check if local time
is OK. I did not get any message like that from ubuntu. Although the
Windows message sounded a bit unsure, it did it very good, even
without ntp.

Please let me know if i can do anything more to debug this.

Yes, ntp is working. I use it as well, and for me it did change the clock back 
from summer to winter time, as my syslog shows:
Oct 28 11:17:44 ubuntu ntpdate[4086]: step time server 193.79.237.14 offset 
-3599.771174 sec

- When you switched on your PC, did you have an active Internet connection?
- Please check the logfile that was active when you switched on your PC today 
(can be either /var/log/syslog or /var/log/syslog.1 if you read this on 
Sunday). Please attach the relevant syslog to this bug report.

Hopefully syslog will explain why ntp did not set the right time.

@VLK and @Lieven:
Can you please check in the file /etc/default/rcS if UTC is set to yes or no?
