Can you please open a terminal window, start Language Support from there (with the gnome-language-selector command), switch to "Regional Formats" and try to change the setting. Then, if it does not work, please copy the resulting output from the terminal window and paste it as a comment here. Here it doesn't crash, but rather the window gets disabled, shows a waiting mouse pointer and stays that way indefinitely. I can close the window and it'll be as if nothing happened.
