I have the same problem.

I will "fix" my system now by "making /var/run a symlink to /run." as
Steve suggested. Unfortunately "Ubuntu" has not been doing that for me
in my case. The two paths are separate directories. Only /run is a
tmpfs. /var/run is on the root filesystem.

System: Ubuntu 14.04.5 LTS

Originally "installed" in January 2015 by "pasting" (dd) a cloud-image
to the (Virtual Servers) hard disk.

Hi,

Thank you for explanation. If so, I should look for the reason why
/var/run remains even after reboot or why reboot-required.pkgs is
created immediately after reboot, since I have not modified any part
of system as far as I remember. I always prefer to keep default setting.

Anyway, I have known that it is not common, thank you.

/var/run by definition is ephemeral and is completely cleared at boot.
Ubuntu enforces this by mounting /run as a tmpfs filesystem, and making
/var/run a symlink to /run.

If you have modified your system so that this is no longer the case,
this is not a bug in Ubuntu.
