Public bug reported: When using the --touch-devices=<xinput_id> flag to enable touch support in Chromium (or Chrome) the removal or insertion of a USB device (which does not cause the ID of the touch device to change) causes the functionality (finger-scrolling) to stop working until the browser/app is restarted.
