Public bug reported:

Test case.
- Insert sim card.
- Reboot the phone.
- On start, introduce the sim pin.
- Open System Settings > Mobile data.

Expected result.
- Mobile data switch is enabled.

Actual result.
- Mobile data switch is disabled.

SIM card uses a Spanish MVNO (Lowi). Before the data connection was
enabled, the APN needed manual changes. There is data connection, and it
works.
