The workshop layout is controlled by the default Desktop Pager Item.
They way it works is that it checks the size of the lxpanel and the icon
size, and sets the workshop layout accordingly. Thus the workshop layout
in Lubuntu, as long as no other pager is present, depends exclusively on
the panel size and its icons.

This is not only counterintuitive, but also unhelpful since the
workspace layout should definitely be independent on what the size of
the panel and icons are.

Since the code that controls the layout seems to be pretty simple (it
should be in the `on_realize` function within the `pager.c` file), it
would be cool if one could control orientation and rows manually via
configuration of the pager, rather than from lxpanel layout.

Whether the workshop representation is useful or not if shrinked to fit
is not really important, since that is the responsibility of the user to
find out a configuration that he/she likes. What is important is not
modify the layout depending on the user preferences for icons and panel
size.
