Public bug reported:

Test case.
- Install a fresh image (frieza, staging channel).
- Complete the setup wizard.
- From computer, type bileto device-upgrade <silo> <password>.

Expected result.
- Silo packages are installed and device reboots.

Actual result.
- During the process an error is displayed about "device not found" and the 
device reboots.

Second time bileto is used, it works correctly.
