Thank you for your report. This looks like a local configuration problem, rather than a bug in Ubuntu.
If you want to make this customisation, you also need to adjust the Apparmor profile that ships with Ubuntu's mysql packaging. From memory, look at /etc/apparmor.d/usr.sbin.mysqld and add to /etc/apparmor.d/local/usr.sbin.mysqld. I may have the paths wrong, but that's the general idea.
