In contrast to #5 and not knowing any better interface, I expect 'lsb_release' to tell you if system uses HWE or not. This can triggered by installiation of packet 'linux-image-generic- hwe.16.04' or 'linux-image-lowlatency-hwe.16.04'. But /etc/lsb-release is a static file, which isn't going to be different depending on which hardware enablement stack you're running. So I'm afraid I don't see any practical way to fix this.
