I'm inclined to believe that this was a bad upgrade, perhaps brought on
by a bad ISO. Hard to say, but as it's resolved, it's going to be near
impossible to troubleshoot anyways. Thanks for trying to make Ubuntu
better ;)

Problem resolved after system update (which incidentally did not ask for
my password, but went ahead with updating packages then asked me to
restart)
